TikTok has opened its 400,000-app advertising network to US advertisers, pairing the move with AI shopping tools ahead of the holiday season.

TikTok has opened its off-platform advertising network to US advertisers, letting brands extend campaigns beyond the app to nearly 400,000 third-party apps worldwide — a move announced at Advertising Week New York that puts the ByteDance-owned platform in direct competition with Meta’s Audience Network and Google’s display business.

The network, called TikTok Ad Network, was formerly known as Pangle, which ByteDance launched in 2018 and ran internationally for years. The United States becomes its 48th market. According to the company, the network sells ads inside TikTok’s own family of apps as well as third-party inventory, covering 44 per cent of the top 100 gaming apps in the US, with utility and productivity apps emerging as its fastest-growing categories.

Brand safety is the pitch

TikTok is leading with measurement: in September it added post-bid verification from Integral Ad Science and DoubleVerify to the network, and it plans a Zefr integration in the second quarter of 2027. “It creates more opportunities to connect with TikTok users as they move beyond TikTok to different apps,” said Neha Singla, TikTok’s managing director for product and client solutions in North America, during a press briefing, adding that the network creates 30 per cent more touchpoints for people who use both.

Agency reaction is cautiously optimistic. Kate Black, executive vice president of social strategy at Horizon Media, noted that brand safety and verification were historically not included in the older Pangle placement — making the new integrations the price of admission for serious budgets. IAS chief executive Lidiane Jones said the integration gives marketers “the full picture of their campaigns across viewability, invalid traffic, and brand safety.”

AI shopping arrives with it

The ad-network launch was paired with agentic AI shopping tools — Buy Direct one-click checkout, a conversational Shopping Assistant and Agentic Leads — built with partners including Shopify, Salesforce and Stripe. TikTok also opened its advertising tools to AI assistants through the Model Context Protocol, with connectors in Claude, Perplexity, Replit, Snowflake and Manus; the company says advertiser use of those connections has risen more than 200 per cent since its Agentic Hub launched in July. As trade coverage of the launch notes, the timing is deliberate: an insulated commerce engine just ahead of the holiday shopping season.
